SPARK
The national road rehabilitation programme.
What it is
SPARK stands for Shared Prosperity through Accelerated Improvement to our Road Network. It is the Government's national road rehabilitation programme, announced in Parliament on 31 May 2023.
Size
The programme is now described as J$45 billion: about J$40 billion for roads and J$5 billion for water-related works. Contracts valued at J$36.04 billion were signed with China Harbour Engineering Company on 5 December 2024. The National Works Agency manages the works.
Progress
As at 16 September 2026 the ministry reported 10 work orders covering 403 roads, with 110 roads fully paved and 225 being paved.
A main roads component, J$25 billion for 37 priority roads in 11 parishes, was launched on 2 July 2026, with works phased from September 2026 to May 2027.
