The authority rebuilding Jamaica after Hurricane Melissa.

What it is

The National Reconstruction and Resilience Authority (NaRRA) is the central body coordinating Jamaica's rebuilding after Hurricane Melissa, with special powers to fast-track development approvals and procurement.

Why it was created

Hurricane Melissa made landfall near New Hope, Westmoreland, on 28 October 2025 as a Category 5 hurricane, with winds estimated at 295 km/h (185 mph). The Government cites assessed damage of US$12.2 billion.

How it was set up

The Prime Minister announced the authority in November 2025. The National Reconstruction and Resilience Authority Act, 2026 passed the House of Representatives on 29 April 2026 and the Senate on 8 May 2026, and received assent on 20 May 2026.

Who leads it

The Chief Executive Officer is Ambassador Major General (Ret'd) Antony Anderson, who took up the post on 1 June 2026. An oversight body, the Jamaica Reconstruction and Resilience Oversight Committee, chaired by Professor Peter Blair Henry, was launched on 8 September 2026.

The diaspora

In June 2026 the Jamaica Information Service reported that NaRRA is to facilitate diaspora investment and expertise in the rebuilding.
